You can have perfectly good Wi-Fi and still have no internet.
Your router may be running normally while your cable or fiber provider is down. Phones and smart-home devices can remain connected to the local network without being able to reach cloud services.

Existing keypad codes may still work. Bluetooth may still work. A Thread network may still function locally.
But if your app needs the manufacturer's cloud to communicate with the lock, remote commands are likely to fail until internet service returns.
What Happens During a Power Outage?
Most residential smart locks run on batteries, not household electricity.
So a power outage doesn't usually shut down the lock itself.
The problem is everything around it.
